Plan Child Protection in Emergencies Consultant (Myanmar)

Plan International Myanmar is seeking a Child Protection in Emergencies (CPiE) Consultant to support Plan’s ongoing CPiE response in Rakhine State, Myanmar. Plan Myanmar has been implementing CPiE programmes in Minbya Township since 2014 and seeking a qualified CPiE practitioner to provide technical support to the ongoing response. The current response focuses on providing psychosocial support to affected children via mobile as well as permanent Child Friendly Spaces, case management support to individual children and their families in collaboration with the local Township Committee on the Rights of the Child (TCRC) as well as strengthening community-based child protection groups. 

The CPiE Consultant will conduct a series of tasks during the consultancy period. The overall objective of this consultancy is to ensure that Plan Myanmar is better placed to implement its current and future CPiE programming. This will include developing and conducting a CPiE needs assessment in Minbya Township to assess the needs of children affected by crisis in order to align future CPiE programming accordingly. The CPiE Consultant will develop and contextualise a set of programme tools on different areas to ensure project teams have the necessary set of resources. Technical support to project teams specifically focusing on strengthening Plan International’s capacity in delivering timely and appropriate case management services to affected children and their families will be an important component of this consultancy. He/She will further be responsible for supporting the writing of concept notes and proposals for CPiE projects in Rakhine State as necessary. He/She will be responsible for creating and maintaining positive relationships with different stakeholders including the representation of Plan International Myanmar at Child Protection Sub-Sector meetings and the capacity building of chid protection staff. He/She will report to the CPiE Specialist at Country Office. This is a full time position based in Sittwe with a significant portion of the time spent in the field.

UNICEF ESARO Consultancy: Protection of sexual exploitation and abuse (Home-based)

The objective of the consultancy is to support the ESARO and targeted UNICEF Country Offices of Burundi, Somalia and South Sudan to review and strengthen existing systems and interventions and to develop and roll out guidance for enhanced protection of sexual exploitation and abuse systems and interventions.

The consultant will provide technical assistance to Burundi, South Sudan and Somalia COs and in close consultation and partnership with relevant parties at country level, will assess existing SEA prevention and response systems, services, and referral mechanisms, and develop a guidance document to ensure that the practice in country is aligned with UNICEF policies on SEA. The guidance should identify the critical actions required to prevent and respond to SEA, and propose recommendations for improving the system, referral mechanism, and programming strategies particularly tailored to the contexts of Burundi, Somalia and South Sudan. The consultant will also roll out an initial training/orientation on SEA on based on the guidance document, and develop an action plan articulating how the recommendations will be implemented.

The provision of technical assistance to humanitarian contexts and significant changes in existing CO in emergencies is a key deliverable for which the Child Protection Section is accountable. Given the rapid deterioration of the situation in South Sudan and the continuing conflict in Somalia and Burundi, the reported cases of sexual exploitation and abuse, and the limitations in the current capacity to prevent and respond, support to the identified Country Offices for conceptualization and roll out of enhanced systems and interventions is critically needed.
