Niger : Formations PESU et SMPE

Le Groupe de travail sur la protection de l’enfance au Niger a organisé trois formations sur les Standards minimums pour la protection de l’enfance dans l’intervention humanitaire (SMPE), `a Niamey et Diffa en décembre 2015 avec le soutien de Save the Children. Au total, 87 participants ont été formés, issus des structures étatiques, des ONG locales / nationales et des ONG internationales.

The GTPE du Niger oeuvre `a améliorer la protection des enfants touchés par les violences extrémistes, l’insécurité et les crises alimentaires récurrentes. Les organisations membres m`enent des activités dans les domaines des espaces amis des enfants, de l’IDTR, de la gestion des cas, de l’appui aux mécanismes communautaires de protection de l’enfance, du soutien aux enfants associés ou présumés associés aux forces et groupes armés ainsi qu’en mati`ere de sensibilisation sur les risques de protection. Toutefois, les SMPE ne sont pas encore intégrés dans les stratégies et actions du GTPE du Niger.

Recommandations

1. Vulgarisation et intégration des SMPE

a)    Les participants et leurs organisations ne s’étant pas préalablement engagés `a des actions devraient faire suite aux formations.  Chaque responsable de programme devrait indiquer quelques actions de suivi de formation. Chaque organisation participante devra s’assurer de partager et restituer les informations principales/outils de l’atelier aux autres membres de son équipe (et non seulement les acteurs de protection de l’enfance).

b)     Afin de tenir compte de l’augmentation du nombre d’acteurs humanitaires dans le contexte actuel d’urgence, l’organisation de formations sur les SMPE `a une fréquence semestrielle ou annuelle pour tenir compte de l’augmentation du nombre d’acteurs humanitaires dans le contexte actuel d’urgence.

c)     La réalisation des vidéos du GTPE et celles sur les SMPE en version haoussa.

2. Formations, supervision formative et auto-formation

Dans des contextes d’urgence, le manque d’agents formés et expérimentés en mati`ere de protection de l’enfance et caractéristique. Toutefois, les ateliers de formation passent pour une perte de temps. Des alternatives telles que la supervision formative et l’auto-formation devraient ^etre mises en place.

3. Participation des enfants et des jeunes

Il est nécessaire de renforcer les compétences des enfants et des jeunes ainsi que la redevabilité des acteurs de protection de l’enfance `a leur égard.

a) Systématiser la participation d’organisations d’enfants et de jeunes aux réunions et activités de la coordination, comme moyen de renforcer leurs capacités et d’améliorer le plaidoyer en faveur des droits de l’enfant au Niger.

b) Organiser un atelier spécifique sur les SMPE.

CAR: CPMS Training

Training workshops on the Child Protection Minimum Standards were held in Bangui, Central African Republic, on 4 January 2016 and 9-11 February 2016.

87 participants attended, from national and international NGOs and the Ministry of Social Affairs. The workshop aimed to reinforce the capacities of members of the national CPWG and governmental counterparts, with a view to knowledge sharing and building capacity more widely, to contextualize the CPMS, and to distribute hard copies.

Ukraine: CPMS Training of Trainers

A training of trainers workshop on the Minimum Standards for Child Protection in Humanitarian Action was held in Kiev, Ukraine, from 8-11 December 2015. Supported by the Danish Refugee Council, the workshop gave 22 participants from various local organizations the skills and knowledge to implement the CPMS in their contexts. A plan for the roll-out of the Frontline Responder training across 20 localities in the Ukraine has now been drawn up, and trainings will take place from late Dec 2015 to late March 2016. The Russian translation of the CPMS is currently being finalized: Watch this space!

Pakistan: CPMS Contextualization Workshop

From 18-20 November, a UNICEF-supported Child Protection Minimum Standards contextualization workshop was held in Pakistan. Pakistan has a devolved disaster management system, with national, provincial and district authorities. The workshop focused on the province of Khyber Pakhtunkhwa and Federally Administered Tribal Areas, where the child protection sub-Cluster is active due to the prevailing complex emergency situation. 8 standards were selected for contextualization, and participants recognized the need to contextualize other standards in the near future. Local government representatives have announced plans  to endorse the contextualized standards in due course.

Pakistan is proud to be the first South Asian country to begin the CPMS contextualization process. The child protection sub-Cluster aims to build on government and local capacities, adjust for cultural sensitivities, discuss the functioning of child protection in humanitarian settings within the context of the overall national child protection system, and to prioritize actions by examining existing structures, gaps and challenges.

CPMS and contextualized standards launched in Indonesia

The Minister of Social Affairs for the Republic of Indonesia, Her Excellency Khofifah Indar Parawansa, launched the contextualized Minimum Standards for Child Protection in Humanitarian Action in Jakarta on 7 October 2015. The minister highlighted that the CPMS will now be the main reference for all stakeholders in responding to humanitarian needs in Indonesia: national government ministries and agencies, sub-national governments, civil societies, academia and volunteers.

The Minister commits to facilitate and engage community members in hundreds of “Disaster Resilience Villages” to strengthen preparedness and capacity to respond to child protection before, during and after disasters and emergencies. The “Disaster Resilience Villages “ are facilitated by the Ministry of Social Affairs and the National Disaster Management Agency.

The launch was followed by a seminar discussing the global background of CPMS, the contextualization process and their relevance in Indonesia.  Susan Wisniewski, co-chair of the CPMS Task Force, joined the discussion by video link.

With support from UNICEF and Wahana Visi Indonesia, a national partner of World Vision Indonesia, the Ministry of Social Affairs led the contextualization process that started in the last quarter of 2014. The CPMS were discussed in a contextualization workshop in January 2015 and went through field review in several disaster-affected areas in Indonesia.

Japan: CPMS Training of Trainers

In August, a Training of Trainers workshop for humanitarian staff was held in Japan. The week-long training covered Sphere and companions including the Child Protection Minimum Standards, HAP, People in Aid and the newly launched Core Humanitarian Standard. Organized by the Church World Service Japan (CWS), the week-long training included 21 participants from NGOs, UN and governmental aid agencies.

The training was the first event organized by the new JQAN (Quality and Accountability Network in Japan), launched in July by 17 member NGOs and led by CWS Japan.

According to Yukiko Maki of CWS, “the highlight of the training was the participant-led sessions and writing our own action plans on the last day.”
